Saint-Georges, June 23, 2026 – Our President and CEO, Nicole Martel, was present today in Beauce for the unveiling of the new 2026-2030 Government Strategy for Public Procurement by the Chair of the Conseil du trésor, Ms. France-Élaine Duranceau.
AQT welcomes this strategy, which aligns with two priorities it considers essential: increasing government efficiency and encouraging greater participation by Québec businesses in public procurement. While several measures address concerns long expressed by its members, the Association will closely monitor their implementation and concrete outcomes.
Several directions are directly aligned with the recommendations made by AQT as part of the consultations led by Ms. Duranceau and also included in the brief submitted to the Secrétariat du Conseil du trésor on June 10, particularly with respect to Québec purchasing, predictability in procurement processes, skills development, and the evolution of the use of the lowest compliant bidder criterion.
“We welcome the fact that several issues raised by our members are reflected in the vision presented today by the government. Québec technology companies want to contribute more actively to the modernization of government, and public procurement represents an important lever to achieve this. The success of this strategy will now depend on its ability to translate concretely into procurement practices within departments and agencies,” said Nicole Martel, President and CEO of AQT. “The commitment to measuring progress through indicators and targets is an encouraging signal, particularly with regard to the objective of reducing the use of the lowest compliant bidder criterion in favour of criteria more focused on quality and value,” she added.
AQT will continue to work with the government and its partners to contribute to the implementation of this strategy and to the development of more efficient, innovative public procurement practices that create value for Québec, particularly by encouraging opportunities for dialogue and networking to better align Québec’s technological expertise with the needs of government.
